when the printer says no bleeds it generally means to add a 1/4 inch margin or 1/8 inch margin of white space around the entire peice. generally a printer does this when they don't have the ability to run the job with the bleed. IE the paper doesn't come in an oversized sheet or the machine can't run enough image to make the job economical but without bleeds they can.
