Hi Brian,

I would really need some more info about your site (a link perhaps) so I can offer some advice.

In general though:

PageRank is just one of the many factors Google uses to create the results pages (SERPs). Don't just focus on that. Build your sites well, make full use of title, description and headings tags. Check your keyword density with one of the many online testers. Make your site good for people and it will be good for Google.

Once you've got your OnPage SEO sorted (above), then you need to focus on building good quality links (OffPage). A good link is one coming from a site with a PR higher than yours.
