you make the pixel art, in 1 to 1 scale. you paint 1 pixel at the time, then when you are finished you go to image size and scale it up, but remember to check of nearest neighbor

just type pixel art into google and you'll find loads of tutorials there that will help you out.
I have also just started trying my hand at pixel art. I'm ok with the basic shapes like blocks but getting into the detail is proving very tricky. Good luck though keep me posted on your progress |
