camera with long exposure

does any one know a camera with a low shutter speed of 10-30 or more with an iso that can be set to 100. thats is not over 600 dollars.

I dont know how much they are in US but in Norway you could get a Nikon d40/60 for 600ish. and there is always entry level SLR on ebay that you could get second-handed.

well i dont know if they computer-generated or not because i didnt do them but looks like ill be going with the d40 and thanks ill post some work when i get the camera
