This Design is Cool... but how?

I saw this ad online and I really love the gel looking effect. But how was this created? A tutorial would be sweet!

you can make it with smoke brushes, and gradient overlay.

Honestly it just looks like some premade brushes from Brusheezy or somthin, some graydent/ color overlay, and maybe some glow..

yap pre made brushes will do the job, and using layer blending
